Office of the People's Commissioner

The People's Commissioner of the Republic, typically referred to simply as the People's Commissioner, is a state officer designated by the Basic Law as the head of state of the New Richmond Republic and the core leader, foremost officer, and chairperson of the whole Central People's Government. The People's Commissioner fulfils a mostly ceremonial role, in contrast to the proactive Prime Minister. The People's Commissioner is elected by the Congress of People's Councils at the ordinary session of its August convocation.

Since the 5th of September 2022 (2RY), the office of People's Commissioner has been held by the respected Mother Hewitt.

Responsibilities of the People's Commissioner
The People's Commissioner is charged by the Basic Law with the following responsibilities:
  • to sign Acts of the Congress and declarations of war and to consent to amendments to the Basic Law, thereby promulgating them.
  • to represent the Republic in its foreign relations.
  • to receive foreign diplomatic representatives.
  • to dispatch and recall plenipotentiary representatives abroad and ratify treaties concluded with foreign states, in pursuance of the directive of the Ministry of Foreign Affairs.
  • to proclaim states of martial law in times of great turmoil following consultation with the Prime Minister and with the consent of the Congress of People’s Councils or, when it cannot feasibly be convened, the Federal Council.
  • to confer state awards and titles of honor.
  • to proclaim amnesties and to issue pardons.
  • to undertake work to celebrate, publicize, advance, and promote the Republic’s cultural and social life.
