Federal Council
The Federal Council of the New Richmond Republic, known until December 2022 (2RY) as the Central Executive Committee, is the permanent working body of the Central People's Government and the supreme organ of federal administration, wielding executive and legislative authority. The Council is given the authority to legislate by Decree whenever the Congress of People's Councils is not in session, with Decrees subject to later review by the Congress. The Council is presided over and directed by the Prime Minister of the Republic. The Prime Minister and federal councilors are elected every six months by the Congress at the first ordinary session of each convocation thereof, or as often as any individual councilor or the Council as a whole is recalled or otherwise vacated. Each federal councilor serves as the minister of one or more of the federal ministries, executive agencies with jurisdiction over particular areas of policy.

- unilaterally order an extraordinary session of the Congress of People's Councils.
- enact Decrees - statutes with equal authority and force of law as an Act of the Congress of People's Councils - by unanimous vote whenever the Congress is not in session.
