Decrees of the Federal Council

The Federal Council is given the authority to enact decrees whenever the Congress of People's Councils is not in session. Decrees have the same authority and force of law as an Act of the Congress; however, the Congress must decide to approve them when it returns to session, and it reserves the right to repeal any Decree in part or in whole. The Basic Law mandates that decrees can only be adopted if they receive a unanimous supporting vote from the entire Council. Decrees enacted prior to the November 2022 (2RY) session of Congress are known as decrees of the Central Executive Committee, as the Federal Council was formerly known.

  • CEC Dec. 001-1RY: Decree on the first bestowal of State Awards
    Enacted on the 17th of August 2021 (1RY) and upheld by the Congress of People's Councils on 19th of February 2022 (1RY).
  • CEC Dec. 002-1RY: Decree on the revocation of citizenship, the annexation of Mount Hatfield, and an Extraordinary Session of the Congress of People's Councils
    Enacted on the 7th of September 2021 (1RY) and upheld by the Congress of People's Councils on 19th of February 2022 (1RY).
    Partially superseded by CEC Decree 006-1RY.

    Enacted on the 30th of September 2021 (1RY) and upheld by the Congress of People's Councils on 19th of February 2022 (1RY).
  • CEC Dec. 004-1RY: Decree on the District of Fayette and Special Administrative Districts
    Enacted on the 4th of December 2021 (1RY) and upheld by the Congress of People's Councils on 19th of February 2022 (1RY).
    ​Wholly superseded by the 2nd Basic Law.

    Enacted on the 22nd of April 2022 (1RY) and upheld by the Congress of People's Councils on 2nd of September 2022 (2RY).

    Enacted on the 4th of May 2022 (1RY) and upheld by the Congress of People's Councils on 2nd of September 2022 (2RY).

    Enacted on the 8th of July 2022 (1RY) and upheld by the Congress of People's Councils on 2nd of September 2022 (2RY).
  • CEC Dec. 008-1RY: Decree on Día de los Huesos Locos
    Enacted on the 12th of July 2022 (1RY) and upheld by the Congress of People's Councils on 2nd of September 2022 (2RY).
  • CEC Dec. 009-1RY: Decree on the National Anthem
    Enacted on the 24th of July 2022 (1RY) and upheld by the Congress of People's Councils on 2nd of September 2022 (2RY).
