Congress of People's Councils
The Congress of People's Councils of the New Richmond Republic - often referred to as the Federal Congress, the CPC, or simply as Congress - is the supreme organ of federal power within the NRR and the core of the Central People's Government. The Congress consists of delegates elected by the people's councils throughout the Republic.
Every year is divided into two Congressional convocations - one beginning in February and the other in August. Each convocation meets twice in ordinary session; however, the Congress may convene in extraordinary session by order of the People's Commissioner of the Republic, the Prime Minister, or any people's council. Sessions of the Federal Congress are presided over by the Chairperson of the Congress of People's Councils, who is elected at the start of each convocation. The official meeting place of the Congress is the Palace of Red July in Friedecksburg Borough, New Richmond City.
The current convocation is the Fourth Congress. It most recently convened its first ordinary session on the 24th of February 2023 (2RY).

Powers
The Congress of People's Councils has the sole authority to:
- enact statutes known as Acts by a vote of at least two-thirds which serve as the highest form of law within the Republic under the Basic Law.
- elect and recall the People's Commissioner of the Republic.
- elect and recall the members of the Federal Council, including the Prime Minister of the Republic.
- elect and recall the federal tribunes of the People's Senate, including the Consul of Justice.
- elect and recall the Chairperson of the Congress of People's Councils.
- elect and recall the Supreme Commander of the Corps of Revolutionary Guards.
- declare war.
- review and uphold or repeal decrees of the Federal Council
- amend the Basic Law by a vote of at least four-fifths.
