City of New Richmond
The City of New Richmond, typically called New Richmond City or simply New Richmond, is the oldest and most populous administrative region of the New Richmond Republic, serving as the federal capital city and the capital of the Canton of Old Roanoke. The City itself predates the Republic and serves as its namesake; as such, when New Richmonders say "New Richmond" they are typically referring to the City.
History

The autonomous Austenasian colony known as the Dominion of New Richmond was incorporated into that Empire as a Town on the 7th of September 2014, alongside a colony in Canada known as Shineshore. Together, the two towns became the foundation of the Duchy of New Virginia - i.e., Austenasian North America. Brooklyn Hewitt, former colonial governor and newly-elected Town Representative to Parliament, was soon thereafter elected imperial Prime Minister, making the town the de facto seat of the imperial executive branch. |

The Town of New Richmond expanded to become the largest town of the Empire in terms of both geography and residency, and became the second City of the Empire on the 9th of January 2017 - one day after the imperial capital of Wrythe was elevated to that status. The City became a progressive stronghold in the Empire, standing opposed to the traditionally conservative British and European towns and cities; this rift came to a head in Parliament over the issue of same-sex civil unions (same-sex marriage was banned by the Constitution), which New Richmonders overwhelmingly supported. A movement for New Virginian independence arose in late 2019 within the greater New Richmond area and the Town of Terentia; this culminated in the secession of the Commonwealth of New Virginia on the 11th of February 2020.
New Richmond City became the de facto capital city of the Commonwealth, and would witness the rise and fall of the New Virginian July Socialist Revolution - of which the New Richmonder people almost unanimously supported. Following the collapse of the Revolutionary Government, revolutionaries in New Richmond City reconstituted themselves as the Blair Mountain League and proclaimed the secession of the greater New Richmond area to form the New Richmond Republic, of which the eponymous city became the official capital.

The City of New Richmond is composed of three separate enclaves known as boroughs. At present, the boroughs lack self-government; however, the Basic Law makes provision for the boroughs to have their own people's councils should they so choose. The boroughs of New Richmond City are:

- Friedecksburg Borough - newest borough, formerly known as Augusta within the Commonwealth of New Virginia. Home of the Palace of Red July - the seat of both the Central People's Government and the municipal government of the City. Borders the New Virginian territory of Fraternitas to the west.
- Saint Josephsburg Borough - oldest and most populous borough. Site of the original New Richmond Town Hall during the Austenasian Imperial era.
- New Montania Borough - largest borough, home of the former Baronial House of New Richmond.

The Mayor of the City of New Richmond is the presiding member of the City People's Council and the executive leader of the local administration (under the council's supremacy). The office was first established on the day of New Richmond's elevation to city-status in Austenasian Law; however, it would not be occupied until one month later following the election of Victoria Hathaway, Countess of Sydney. The office endured following the Secession of New Virginia and the July Revolution, seeing relatively little change in its status and function.
Following the resignation of Mayor Kitchen upon the incorporation of Kitchensburgh Commune, the office of Mayor is vacant pending an election by the city people's council.
