The Basic Law

The Second Basic Law of the New Richmond Republic is the foundational constitutional statute of the NRR. The Basic Law enumerates the fundamental principles of the state, the rights and duties of the New Richmonder citizenry, the powers and rights of the people's councils, the organization and powers of the Central People's Government, the territorial organization of the Republic, and the relationship between the party and the state. Since its enactment, the Second Basic Law has been amended twice by Congress.
The First Basic Law, which was drafted in its entirety by Comrade Brooklyn Hewitt, was enacted on the 3rd of August 2021 (1RY) by the Provisional People's Government, the Blair Mountain League, and the New Richmonder populace, and was in effect for just over a year when it was replaced by the current Second Basic Law. The Basic Law dedicates the Republic to the construction of microsocialism, promotion of Appalachian culture and identity, and opposition to bigotry of all kinds. It also establishes a system of government based on local direct democracy, accountability of all officers of government, and ideological guidance from the Blair Mountain League. While the New Richmonder system of government is not typical for most of the world's nations, it is one which was forged by the people's will through the July Socialist Revolution and the popular vote which enacted its principles.
