Acts of the Congress of People's Councils
The Congress of People's Councils primarily discharges its authority through the enactment of Acts of the Congress, the highest source of law within the Republic under the supremacy of the Basic Law. The Congress can only pass Acts with a vote of at least two-thirds of all delegates in support.
